I'm very sorry to hear about Tootsie. I am not familiar with Solumedrol but a quick search on the Internet reveals that like Dex it also is a Corticosteroids - or anti-inflammotory.
Glucosimine is great for helping joints but I use it for Daisy as more a prevenatative measure but it can not possibly hurt Tootsie to mix in with her water. I would just double check with the vet first that there will not be any side effects of mixing Glucosimine with other drugs.
The fact the still has bladder/bowel control is a great sign - this was just like Daisy, but remember that even if you feel she is better resist letting her move around too much right now. She needs lots and lots of rest to build up her immune and strength right now. Daisy was crated for 2 to 3 months!
As for other non surgery options I've only heard of massage therapy & swimming therapy. I know it is lengthy but please read through Daisy's journal as it has many of the answers to your questions. As for picking her up, definitely this should be avoided. You might want to avoid sleeping with her too just incase she tries moving during the night. I was fortunate that a long time ago I bought a carry bag with openings at both ends complete with straps and everything. This made it very easy to transport her down stairs, outside for the bathroom without any major strain on her. I have not seen these bags for sale anywhere these days.
